You can simply apply. It will be difficult because of your experience gap but, not impossible to get a job due to current shortages. You would have to apply many places to increase your odds and situate your resume to minimize your time away from the field. You could either re-take the ASCP to show current knowledge level (I think this might not be possible due to registration requirements) but, you can contact them to just ask about it.
You could also take a job as an accessioner or lab assistant and then after working less than a year, I'm sure that your organization might consider you for an MT position once you demonstrate your work ethic and speak with someone in charge.
I work with one lady who is very old but she took 15 years off to raise her kids. Now this was years and years ago that she came back but the bottom line is that it is possible. BTW Quest hires lab assistants that do almost the same thing as Med tech's except verify but, they get paid way less. If you worked someplace like that then your experience and confidence would increase.
On a side note I really hate, hate how this profession is practiced today in most places and I hate this field.
