The BB(ASCP) certification is on the same level as the MT(ASCP)/MLS(ASCP) certification. An MT/MLS is certified to work in all areas of the lab including Blood Bank, whereas the BB(ASCP) is certified to work only in Blood Bank. The SBB(ASCP) certification is a higher level certification. To be certified as an SBB, one must already be MT/MLS certified with a minimum of 3 years of experience or have completed an accredited SBB program. If you are already MT/MLS and you want to specialize, go for SBB.
